Blueshift Consulting was commissioned by The Nature Conservancy (TNC) to develop a comprehensive scoping report on edible/mangrove oyster and pearl oyster aquaculture development in Indonesia, focusing on the potential for conservation financing to support these industries. The project aimed to provide TNC with a clear evidence base and direction for next steps in program development, with a particular focus on how these industries could contribute to coastal resilience, ecosystem restoration, and sustainable livelihoods. The work involved a desktop literature review covering industry history, key locations, supply chains, and conservation challenges for both oyster types, complemented by approximately 20 stakeholder interviews with private industry, government resource managers, conservation practitioners, and academic researchers across Indonesia. Findings were synthesised into a final scoping report that outlines the key challenges and opportunities for each sector and provides staged recommendations across near-, medium-, and long-term horizons, along with priority areas for future research.
