Blueshift was engaged to provide strategic options analysis regarding alternative aquatic resource management and administrative frameworks (including corporate governance models that would suit Northern Territory’s particular circumstance). Fundamental to this, was the identification of best possible models for involving Aboriginal people in aquatic resource management. In exploring how management and administrative processes might be redesigned in the Northern Territory (NT), Blueshift’s scope also included consideration of the relative merits of transitioning to fully or more integrated marine management, including fisheries, and the benefits of moving fisheries management in the NT to a Statutory Authority model, or a more independent body or board model. This project involved consultations with a global network of stakeholders including leading Indigenous groups in Canada and New Zealand.
